Actual x Pôle Emploi

Press release ·

Actual group and Pôle Emploi join forces with the goal of reducing recruitment pressures.

Actual group, the 5th largest player in the labor market, signed a national framework agreement with Pôle Emploi this Tuesday, April 11. An ambitious partnership aimed at stepping up joint actions to serve jobseekers and companies. With full employment as the ultimate goal.

While the unemployment rate is expected to stabilize around 7% in France in 2023, the IMF is calling on France to step up its efforts to encourage the return to work in an economic climate marked by weak growth and numerous uncertainties. This assessment is shared by the government and Actual group, led by Samuel Tual. As an advocate of work for all, Actual group supports individuals throughout their career path to boost their employability and meet local business skill needs.

The partnership signed with Pôle Emploi will enable the pooling of resources at national and local levels, with the dual objective of meeting the challenge of transforming jobs and skills in the era of digital revolution and ecological transition, and supporting the most vulnerable groups toward sustainable employment.
Actual group is delighted with this partnership aimed at developing synergies in a spirit of agile co-creation serving people and local communities.

The agreement signed between these two major employment stakeholders focuses on 4 main pillars:

  • Consolidating the networks of Pôle Emploi and Actual group through complementary expertise between Pôle Emploi's Regional Correspondents for Business Service Offerings and Actual group's Operational Skills and Employment Correspondents, together with its subsidiary Envergure.
  • Optimizing the use of Pôle Emploi services by publishing job offers to attract candidates to recruitment needs formally entrusted by employers to Actual group agencies, and making direct contact with candidate profiles without a specific job posting.
  • Addressing hiring difficulties through local cooperation between Pôle Emploi agencies and Actual group with its subsidiary Envergure. Acting well upstream and throughout the recruitment journey to improve the attractiveness of the professions concerned, and downstream to secure and support hiring.
  • Supporting the career retraining of jobseekers through a proactive outreach approach ("reaching out" rather than "waiting and seeing") when a significant skills gap or mobility barriers are identified. Pôle Emploi and Actual group agencies commit to coordinating the use of their respective integration schemes.

This cooperation also aims to step up the resources deployed to guide all audiences into the job market. Actual group has a consolidated, experienced ecosystem that allows it to take action on employment, support, training, integration, and recruitment. It is represented by 3,550 employees, who assist candidates daily in their job search or training needs.

Schemes such as training, simulation recruitment methods, and immersion periods will be deployed to foster job inclusion for those furthest from the labor market.

As such, and over the duration of the agreement, the partners share the ambition to work toward the hiring by Actual group of:

  • Permanent Interim Contracts (CDI Intérimaires) for 5,000 candidates
  • Permanent Interim Contracts (CDI Intérimaires) for candidates over 57 for 400 candidates
  • Apprenticeship contracts for 1,000 young people

As well as offering:

  • Work Placement Periods in a Professional Environment (Pôle Emploi PMSMP) – Facilitated immersion for 5,000 candidates
  • Job-adapted training funded by Pôle Emploi AFPR and POEI for 1,500 candidates
  • Training actions funded by Akto for 3,000 candidates

The strengthened cooperation between Pôle Emploi and Actual group will enable these two employment players to leverage their mutual expertise and optimize the solutions offered to jobseekers and businesses. The current labor market situation remains characterized by recruitment shortages and recruiters' difficulty in finding suitable profiles: occupations facing high or very high shortages account for two-thirds of employees. For Actual group, this is an opportunity to train and support as many candidates as possible toward employment. Aiming for work for all remains the essential condition to enable every individual to find their place in society and achieve their full potential.
