Your missions:Reporting to the procurement department, you ensure the legal security, procedural regularity, and proper administrative and financial management of all contracts.

Contract award and monitoring

• Draft administrative documents for consultation files (DCE / specifications).
• Manage the receipt, registration, and analysis of applications and offers on the dematerialized platform.
• Organize and participate in Procurement Commissions and CAO (convocations, agendas, minutes, presentation reports).
• Ensure the finalization of contracts: notifications, letters to unsuccessful candidates, amendments, subcontracting acts, pledges, and award notices.
• Keep regulatory dashboards up to date (economic census > 90 k€ excl. tax, prefecture declarations, art. 133, MAPA).

Specifics of Project Management (MOE) & Works

• Draft reports dedicated to MOE contracts.
• Communicate with project managers to consolidate analyses of works contracts.

Global administrative management

• Ensure filing, regulatory archiving, and respond to current requests related to contracts.

The profile sought:

Required experience: You have proven experience in a similar position (public procurement manager or legal expert), ideally acquired with a social landlord, within a local authority, or a public institution.

Technical skills: Mastery of public procurement regulations (Public Procurement Code, MAPA, formalized procedures) and ease with dematerialization tools.

Soft skills: Impeccable rigor, sense of fairness, autonomy, and good interpersonal skills.
