Job offer : IT Public Procurement Buyer (M/F)

Reporting to the Purchasing Manager, you will independently manage the portfolio of regulated consultations assigned to you, in strict compliance with public procurement regulations.

In this capacity, your activities will revolve around the following areas

Public procurement consulting and engineering: Supporting business departments in defining their needs, drafting specifications, and defining the optimal purchasing strategy (choice of procedures and calendar schedule).

Legal and contractual drafting: Preparing the entire tender dossier (DCE: advertising notice, consultation regulations, CCAP, commitment act, and annexes).

Conducting and managing procedures: Orchestrating the entire consultation cycle on a dematerialized platform (deployment, comparative analysis of offers, leading presentations and negotiations, formalizing the choice of awardees, and managing notifications).

Monitoring the relationship and contractual execution: Ensuring the proper administrative and financial execution of contracts (amendments, penalties, budget monitoring using management tools), while measuring the operational performance of the contractors.

Remuneration: According to profile and experience, between €48k and €55k gross annual.

Work organization: Hybrid model offering up to 2 days of telework per week.

Profile sought

Experience: You have at least 4 years of experience in a position as a Public Buyer or Public Procurement Lawyer, with a scope focused on technological and IT purchases (software, cloud/server infrastructures, managed services, IT services, cybersecurity, data compliance...).

Sector culture: Previous experience within a private organization subject to the Public Procurement Code (such as SEM, SPL, entity in charge of a public service mission) or a public establishment will be highly appreciated.

Tools: Practical mastery of dematerialized buyer profiles and a financial management ERP / IT Purchasing system is an asset.

Project management: Organized and methodical, you know how to manage your files from A to Z while strictly respecting the set deadlines.
